入选省级样板村建设名单！彭州这个村超有“范”

近日，四川省2025年宜居宜业和美乡村样板村建设名单公布，彭州濛阳街道白土河村榜上有名。

白土河村位于国家农村产业融合发展示范园——彭州市天府蔬香现代农业产业园核心区域，以“蔬”为笔、以“融”为墨，打造“蔬式乡村”，绘就一幅“产业旺、生态美、治理优、百姓富”的乡村振兴画卷。

擦亮和美乡村幸福底色

“我们的房屋坐落在田园当中，基础设施配套完善，环境整洁优美，出门就是果园、菜园，生活巴适得很！”幸福洋溢在濛阳街道白土村何家院子居民何成洪的脸上。何家院子是白土河村依托原有林盘、农田、水系等资源，尊重乡村自然肌理，建设的具有川西特色的别墅式新农村，小区院落空间结合微田园，形成了“田”“院”相融的开放生态空间与自然环境的和谐共生。

走进白土河村，平坦宽敞的马路通到了村民家门口，白墙黛瓦的民居在田野中与蓝天白云相映衬，目光所及处处皆景。作为百里画廊的重要节点之一，白土河村大力实施社区微更新和蔬香大道沿线环境综合整治，坚持传承和弘扬本土文化，联合西华大学通过“校地共建”深入挖掘本地古蜀、艾芜、农耕文化，创作19幅墙面彩绘，以“一墙一文化、一墙一风景”推进村居风貌“美学”提升。

“我们已经实现从‘管理’到‘治理’的跨越。”白土河村党委书记汤宽章介绍道，白土河村坚持党建引领，把支部建在小区上，推出“物业融网格”，建立“1+14”微网实格体系，成立“院落管家”，实行“零物业费”管理，“5+2”课后免费托管，截至目前，服务学生8500人次。

白土河村制定了村规民约，开展志愿活动、普法宣传、榜样评选，聘请矛盾调解员、法律顾问，突出“德法共治”。同时，以“场地换服务”引进专业社会组织，以奖代补撬动居民参与风貌改造，打造“微田园”“微景观”，推广运用“积分制”“清单制”“川善治”，推进“互联网＋服务”建设，实现“自治”和“智治”。

开启乡村产业振兴篇章

“我们这里属平原，全村都实现了高标准农田建设，土地基本上流转给了种植大户，大春全程机械化种植水稻，小春主要种蔬菜。”对本村土地经营情况，白土河村党委副书记阳微了如指掌。

依托成德1小时经济圈的区位优势，村党委将3500余亩高标准农田全域流转，构建“菜稻轮作”现代化农业体系。春种水稻、秋收蔬菜的循环模式，既保障了粮食安全，又让“雨润市场”“菜博会”的订单源源不断流入田间。

在做强核心产业的同时，白土河村加快培育家庭农场、专业大户、农民合作社、龙头企业等新型农业经营主体，成立濛阳街道白土河村股份经济合作联合社，培育了一家省级合作社——彭州市利翔农机服务专业合作社联合社，一家市级技术协会——四川禾润蔬香农业科技有限公司，以及15个新型农业经营主体。

依托优美的环境和良好的产业，白土河村大力孵化“农商文旅体”融合新消费场景，以蔬香、亲子、教育、物产、人文、环境为特色，构建“蔬香雅苑 慢食研学”慢村模式，成功打造汤家院子、李家碾院子（艾芜文旅走廊）、白土河自然教育研学基地等文旅名片。

白土河村以艾芜文化为核心串联新都清流清远村，聚焦“研学消费”场景引流，打造区域协同、多业态融合、多资源赋能的清濛走廊。居民们纷纷表示：“我们居住的环境越来越好，邻里关系也越来越和谐了，腰包也越来越鼓，日子过得一天比一天好！”
